What should be prioritised both in terms of budget and when you book will vary according to your own preferences but really the big 3 to book first would be venue, photographer and band. I am possibly going to come across as being a bit self indulgent here as I want to talk about the photography side of things first but then I will talk in more general terms of what should be done when
